No new trial in Raymond Liu foster care case

A juvenile court judge refused to grant a new trial in a complicated foster care case that has ignited some sectors of the Houston Asian community.

Judge Mike Schneider's decision means Raymond Liu, a 2 1/2 -year-old boy taken by Child Protective Services from his mother, Sally Liu, a Chinese immigrant with schizophrenia, will likely stay with his foster parents. The decision doesn't stop a planned appeal from going forward, however.

In September, a jury terminated Sally Liu's rights and granted conservatorship to the Katy couple who have taken care of her boy since March 2006. Family members of Liu have been fighting to get custody of Raymond, saying the foster care system was culturally biased. Sally Liu's mother had been watching the boy, they say, and keeping him from being harmed by Liu, who has occasional angry rages.
